New nudge: escalate
We've added a new nudge type 'escalate' which will suggest that someone escalates or asks for help in Slack. For example, this can be used if there is a major incident with only one active participant.

Addressed an issue where the top card on mobile will grow too big if there are lots of users on-call on the first level of an escalation policy
Fixed an issue on mobile where dragging on one of your own on-call shifts was defaulting to creating an override rather than a cover request
Fixed an issue where we we might not send an "alert resolved" message to Slack in some circumstances
